region-packages (CC-01)
The regional repeatability mechanism. One package per area of operations, built per REGION-PACKAGE-STANDARD.md; every domain consumes packages through the ART-region-package seam. Active regions are listed in the generated README.md. RGN-001 (New York City, migrated from the vsi-feed-1 deployment) is deprecated in the registry and removed from the tree: it was engagement-specific rather than a reusable AO baseline. The DID is retired, never reused.
Costa Rica (RGN-002, 2026-07-06) is built out as the exemplar package: a
national EP baseline (San Jose profile, Annexes A-J) plus the live country-
monitoring profile for the Guanacaste real-estate client (Palmira / Parque
Tempisque). Its config/ supplies the OSINT collection backbone (SYS-011) and
the Costa Rica monitoring system (OSINT-065) - five AO rings (site, canton,
province, national, regional), a bilingual threat and watch lexicon keyed to
the eight OSINT-065 watch categories, a graded source register, and curated
feeds and X accounts. Feed URLs are pending build-time validation and X
handles pending onboarding vetting (RFIs in the descriptor). Mexico (RGN-003)
pre-staging remains roadmap sub-project #4.
