Country OSINT Monitoring System - Costa Rica

Deliverable OSINT-065. Structure per cc02-standards/SYSTEM-STANDARD.md. Every component traces to a design basis (NEED/REQ) and to an acceptance criterion.

1. Purpose and Design Basis

1.1 Scope and Objective

The Country OSINT Monitoring System (Costa Rica) is the client-facing configuration and analytic layer that turns the OSINT Collection Backbone (SYS-011) into three delivered products for a named Area of Operations: the OSINT-036 continuous country-risk monitoring service, the OSINT-030 periodic geopolitical briefing, and the OSINT-053 daily intelligence brief. It binds the backbone to Costa Rica: the AO ring structure anchored on the client’s Guanacaste real-estate program, the Costa Rican source register, the PMESII-PT and ASCOPE tagging adaptation for Costa Rica, and the client-specific watch-item set. The system automates collection and first-pass exploitation; analysis and judgment remain human, and every product clears the OSINT-064 quality gates before release.

1.2 Design Basis

This system is the first instance of the country-monitoring pattern. It does not reimplement collection; it consumes ART-collection-backbone and supplies the AO configuration, watch rules, and product templates. It exists as a distinct cell from the backbone so that a second country is a new configuration cell, not a new platform. The client anchor is a real-estate development program in Palmira, Carrillo canton, Guanacaste province (primary project code HC54+F2).

1.3 Needs

  • NEED-OSINT-065-01: The client requires continuous, decision-grade awareness of Costa Rican political, security, economic, infrastructure, and environmental changes that bear on a Guanacaste real-estate investment, so that program decisions (land, permitting, timing) are made against current risk rather than stale assumptions.
    • Source: Client engagement (real-estate development program, Guanacaste), via Team Leader (RF).
    • Context: Guanacaste real-estate risk is dominated by water availability, environmental permitting, land tenure, and mobility factors that move on legislative, municipal, and seasonal timescales; manual monitoring misses them.
  • NEED-OSINT-065-02: The analyst (CS) requires that automated products carry graded sources and explicit likelihood and confidence language, so that client-delivered judgments meet the firm’s analytic standard (ICD 203) and are auditable.

    • Context: An automated brief that asserts conclusions without source grading or confidence separation fails the firm’s tradecraft gate and misleads the client.

1.4 Requirements

  • REQ-OSINT-065-01 (Traceability: NEED-OSINT-065-01): The system shall geotag each collected item to the tightest resolving ring of the five-ring Costa Rica AO (site, canton, province, national, regional) anchored on the client site [VR-OSINT-065-01].

  • REQ-OSINT-065-02 (Traceability: NEED-OSINT-065-01): The system shall maintain a client watch-item set covering water, permitting, land tenure, mobility, security, labor and social, national policy, and physical-environment categories, each with an observable indicator, tripwire threshold, Likelihood by Impact score, and escalation route [VR-OSINT-065-02].
    • Verification Method: Inspection (I)
  • REQ-OSINT-065-03 (Traceability: NEED-OSINT-065-01): When a watch rule fires at Likelihood by Impact 16 or higher, the system shall issue a T0 flash alert for analyst release within the OSINT-064 one-hour service clock [VR-OSINT-065-03].

  • REQ-OSINT-065-04 (Traceability: NEED-OSINT-065-02): The system shall present the assembled daily intelligence brief (OSINT-053 section structure, cited source-graded items) for analyst quality-gate review before release, with no automatic release [VR-OSINT-065-04].

2. Architecture As Built

The system is a configuration-and-analysis layer over SYS-011. The backbone performs ingestion, enrichment, tagging, and scoring; this cell supplies the Costa Rica configuration and the product assembly and human-gate steps.

2.1 Costa Rica AO rings

R1 site (Palmira district / client project, HC54+F2 and adjacent land), R2 canton (Carrillo plus Santa Cruz, Liberia, Filadelfia), R3 province (Guanacaste: water policy, tourism economy, coastal security, Liberia airport), R4 national (Costa Rica legislation, executive, macro, elections), R5 regional (Nicaragua border dynamics, transnational-crime corridors, regional policy). Ring weighting drives alert priority: the same event class scores higher the closer the ring.

2.2 Costa Rica PMESII-PT adaptation

The Military variable is remapped to Costa Rica’s security apparatus (Costa Rica abolished its standing army in 1948): Fuerza Publica, OIJ, Servicio Nacional de Guardacostas, DIS, and the transnational-crime environment on the Guanacaste and Pacific coast, which is the dominant hard-security driver for the AO. Border posture with Nicaragua is tracked under Military at R5. The Time variable drives the brief calendar: the administration seated May 2026, municipal elections February 2028, dry season December to April (water stress and fire risk), rainy season May to November (flood and road risk), Annexation Day 25 July (Guanacaste civic date), and client construction and permitting milestones as watch items.

3. Components and Bill of Materials

This cell contributes configuration and analytic labor; the hardware and recurring platform costs live in SYS-011 and roll up through BIZ-013.

4. Build and Deployment

4.1 Seed watch items (first client configuration)

Each is a rule the backbone scorer evaluates on every enriched item; AO ring and PMESII-PT variables in parentheses.

  1. Water: ASADA capacity or concession changes in Palmira, Sardinal, Carrillo; SENARA aquifer studies; drought or rationing declarations (R1 to R2; Infrastructure, Physical Environment).
  2. Permitting: SETENA viability resolutions or appeals touching Carrillo canton projects; INVU or municipal zoning-plan changes (R2; Political).
  3. Land tenure: precarismo (organized land invasion) reports in Guanacaste; maritime-zone (Ley 6043) enforcement or reform (R2 to R3; Political, Social).
  4. Mobility: Ruta 21 blockades or closures; Liberia (LIR) airport disruptions (R2 to R3; Infrastructure).
  5. Security: OIJ crime-trend breaks in the Filadelfia, Coco, Sardinal corridor; narco-related incidents on the Guanacaste coast (R2 to R3; Military-remapped).
  6. Labor and social: construction-sector strikes or municipal labor actions; community opposition organizing against coastal development (R2 to R3; Social).
  7. National: tax or foreign-investment law changes affecting real estate; colon FX regime shifts; new-administration policy toward coastal development and residency and investor rules (R4; Political, Economic).
  8. Physical: seismic events above magnitude 5 within 100 km, named-storm tracks, fire-season alerts for the dry corridor (R1 to R3; Physical Environment).

4.2 Deployment

  1. Load the AO rings, source register, lexicon, and watch-item set into the backbone as the Costa Rica region package.
  2. Enable the Costa Rica source lanes on their cadence (continuous national and local news, platform, and environmental feeds; daily official, legal, and economic; weekly municipal and water).
  3. Configure product schedules: daily brief drafted 0500 CST for 0600 CST release; weekly geopolitical summary; continuous risk-register update.
  4. Confirm the analyst quality-gate step is mandatory on every product path (no auto-release).

5. Hardening Baseline

  • Client identifiers and site coordinates stored per the SYS-011 confidential-configuration pattern (encrypted at rest, decrypted in memory at runtime).
  • Public-data-only collection doctrine: no closed-group or authenticated-private-account penetration; platform lanes collect lawfully accessible public content only. Scraping and monitoring at scale carry Terms-of-Service, CFAA-analogue, and data-protection exposure under Costa Rica Law 8968 on personal-data protection, to be scoped with counsel per engagement; the authorization basis, lawful purpose, jurisdiction, and data-retention schedule are recorded in the region package (RGN-002) and the service onboarding before collection begins. 8. Run and Maintenance Handover
