3. Duty Card: Fixed Post Template

3.1 Access Control Procedure

- Reportable Incident List: Perimeter breaches, communication failures, POI sightings, medical emergencies, and alarm triggers.
5. Shift Handoff and Relief-in-Place
Instructional tradecraft: Define how a post is relieved without a coverage gap, what the outgoing operator passes down, and the checks the incoming operator completes before assuming the post.
- No-Gap Rule: No post is left unmanned. The relief begins only when the incoming operator is physically present and has assumed the post; the outgoing operator remains until relief is acknowledged.
- Overlap: Relief occurs with a [N]-minute face-to-face overlap for the pass-down briefing.

6. Communications and Reporting
Instructional tradecraft: State the post’s net assignment, check-in cadence, what gets reported and how fast, the escalation ladder, and the action on comms failure. Net architecture and PACE steps live in EP-011.
