1. Package Definition

The Travel Security Package is a consolidated, mission-ready operational suite prepared for principal travel outside the home region. It bundles site surveys, route assessments, communications protocols, medical emergency plans, and secure transport allocations into a single coordinated operational package.

4. Systems Engineering Specifications

4.1 Stakeholder Needs:

  • NEED-EP-018-01: The protective detail requires a unified, structured travel package containing all critical intelligence and operational parameters prior to boarding.
    • Source: Team Leader (RF)
    • Context: Disjointed plans and uncoordinated communication structures increase vulnerability during international transit.

4.2 System Requirements:

  • REQ-EP-018-01 (Traceability: NEED-EP-018-01): When a travel engagement is initialized, the Travel Security Package shall pull the regional threat metrics from the corresponding ART-region-package within four hours of activation [VR-TRAVEL-PKG-01].

  • REQ-EP-018-02 (Traceability: NEED-EP-018-01): When operating in a high-threat region, the Travel Security Package shall mandate in-person physical advance surveys for all primary venues [VR-TRAVEL-PKG-02].

5. Activation Flow and Master Timeline

Travel Security Package activation is triggered upon receipt of the ART-engagement-order. Operational actions follow a gated timeline:

  • T-14d:
    • Pull regional data from the corresponding ART-region-package (e.g. RGN-002 / RGN-003).
    • Commission the Travel Risk Assessment (ART-travel-risk-assessment).
  • T-7d:
    • Determine advance team deployment posture based on country risk tier.
    • Advance Posture Rule: In-person physical advance team deployment is mandatory for Tier 3 and Tier 4 country risk ratings. Remote advance is acceptable only for Tier 1 and Tier 2 country risk ratings.
  • T-72h:
    • Lock venue [EP-002] and route [EP-003] surveys.
    • Draft the Emergency Action Plan [EP-012] and issue the Secure Comms Plan [EP-011].
  • T-24h:
    • Conduct the final team operational brief.
    • Re-check weather patterns and route closures.
  • T-0: Execute movement.
  • T+24h: Trigger After-Action Report (AAR).

6. In-Country Support Integration

  • Supplier Sourcing: All local security drivers, armed security escorts, and auxiliary guards must be drawn through the ART-vendor-roster seam.
  • Local Liaison: Detail Leader must verify contact protocols with municipal police coordinators.
  • Fixer Vetting Floor: Local coordinators (“fixers”) must pass D-01 background integrity checks before team deployment.
