Operator Loadout Vehicle
Deliverable SYS-010. Structure per cc02-standards/SYSTEM-STANDARD.md. Every component traces to a design basis (NEED/REQ) and to an acceptance criterion.
1. Purpose and Design Basis
1.1 Scope and Objective
The Operator Loadout Vehicle (v2) specification defines the safety, medical, recovery, and communication gear permanently mounted inside security vehicles.
1.2 Design Basis
This system equips transport vehicles with recovery tools, medical support, and local surveillance mesh nodes (SYS-004) to sustain movements during collisions, mechanical failures, or tactical blockages.
1.3 Needs
- NEED-SYS-010-01: Detail drivers and operators require a standard vehicle-mounted safety, recovery, and medical kit to sustain operations during route blockages or collisions.
- Source: Team Leader (RF)
- Context: Remote and high-threat transits require self-recovery tools and trauma support independent of local emergency response.
- NEED-SYS-010-02: Operations manager requires periodic verification of vehicle kit presence and tool calibration (e.g. fire extinguisher pressure).
- Source: Operations Manager (BR)
- Context: Safety gear often goes unchecked, leading to failure when deployed in crisis.
1.4 Requirements
- REQ-SYS-010-01 (Traceability: NEED-SYS-010-01): The vehicle loadout shall integrate the Situational Awareness Kit (SYS-004) to support mobile route scanning [VR-SYS-010-01].
- Verification Method: Inspection (I)
- REQ-SYS-010-02 (Traceability: NEED-SYS-010-01): The vehicle loadout shall include recovery tools capable of extracting the vehicle from mud, sand, or minor blockages [VR-SYS-010-02].
- Verification Method: Demonstration (D)
- REQ-SYS-010-03 (Traceability: NEED-SYS-010-02): Safety and medical gear shall undergo a pre-departure calibration and count check [VR-SYS-010-03].
- Verification Method: Inspection (I)
- REQ-SYS-010-04 (Traceability: NEED-SYS-010-01): The vehicle loadout shall include a multi-person trauma and burn kit capable of treating two casualties simultaneously, including severe hemorrhage and burns [VR-SYS-010-04].
- Verification Method: Inspection (I)

Prices are vendor list as of 2026-07-05; source links and quantity roll-up in the program cost model (BIZ-013). Selection rationale: safety-critical items (jump starter, kinetic rope, UL-rated extinguisher) are name-brand at startup; traction boards and tire inflator are the accepted budget-tier compromises, adequate for occasional recovery rather than daily off-road duty. The ABC extinguisher trades residue risk for triple fire-class coverage and lowest cost; the clean-agent unit is the growth pick where electronics protection dominates. Startup-now subtotal per vehicle: $857.12.
4. Build and Deployment
4.1 Installation
- Secure the recovery kit and vehicle trauma kit in the vehicle cargo area using structural tie-down straps.
- Mount the fire extinguisher inside the driver reach zone using the heavy-duty mounting bracket.
- Install the vehicle-powered router and camera interface per SYS-004 specifications.
4.2 Calibration
- Verify fire extinguisher pressure gauge indicates active status.
- Confirm vehicle medical kit seals are intact.
5. Hardening Baseline
- Device Enclosure Hardening: Enclose the router in a ruggedized, vibration-isolated vehicle mount to prevent mechanical failure during off-road transit [REQ-SYS-010-01].
- Security Calibration: Confirm that all wireless networks associated with the vehicle router are secured with WPA3-Personal per SYS-004 [REQ-SYS-010-01].
6. Integration Points
- Inputs: Consumes
SYS-004(Situational Awareness Kit). - Requires: None.
7. Acceptance Tests
| Criterion | Method | Expected Result | Reference |
|---|---|---|---|
| REQ-SYS-010-01 | Inspection | Verify that the vehicle router is secure and powered from the auxiliary system. | VR-SYS-010-01 |
| REQ-SYS-010-02 | Demonstration | Deploy recovery traction boards and verify vehicle extraction capability. | VR-SYS-010-02 |
| REQ-SYS-010-03 | Inspection | Verify fire extinguisher pressure indicates green range and medical inventory is complete. | VR-SYS-010-03 |
| REQ-SYS-010-04 | Inspection | Verify the trauma kit contains at minimum two tourniquet-capable hemorrhage sets and burn dressing coverage against the kit manifest. | VR-SYS-010-04 |
8. Run and Maintenance Handover
- Pre-Movement Check: Confirm that the vehicle loadout is secure before starting movement operations.
- Monthly Audit: Check fire extinguisher pressure, medical expiry dates, and battery charge state of the recovery flashlights.
- Ownership: Detail drivers for shift checks; Operations Manager (BR) for scheduling monthly audits.
